same as illegal and consequently direct the 3rd respondent to allow the petitioner's claim to promote the petitioner as Grade I constable from 17.07.1986, as Head Constable from 17.07.1991 and Special Sub Inspector of Police from 17.07.2001 with all monetary, seniority and pension benefits etc.,according to law.
