By consent of both sides, the writ petition itself is taken up for final disposal at the stage of admission itself. 1/5
2. The writ petition has been filed for a mandamus directing the respondent to consider petitioners representation dated 20.08.2024 demanding for issuance of a letter of admission for petitioners B.SC Course (Agriculture and Horticulture) within time frame fixed by this Court.
3. It is the case of the petitioner that the petitioner has applied for B.Sc. (Agri.) under NRI quota in the respondent University. An application has also been made on 05.06.2024 and counseling also held on 24.07.2024. However, the petitioner was informed that she is not eligible to be admitted, since the subjects she pursued in +2 do not entitle her for admission in Agriculture course. According to her, she studied Information Technology as a subject, which is equivalent to Computer Science. Hence the petitioner sent a representation dated 20.08.2024. Since the same has not been considered so far, the petitioner is before this Court with this writ petition.

4. The learned counsel for the petitioner would submit that on the date of counseling, the rejection has not been informed to the petitioner. According to him, since Information Technology is equivalent to Computer Science, her candidature may be considered.

The learned counsel for the respondent, on instructions, would submit that counseling was held on 24.07.2024 and seats are filled and classes have been started from 12.08.2024 and on the date of counseling itself, the petitioner had been informed about her ineligibility. However, the same has not been challenged by her. The petitioner remained silent all these days and alleged that she has not been informed and after filling of seats, now cannot seek a mandamus.
6. I have considered the rival submissions and perused the materials available on record.
7. It is not disputed by the petitioner that she has participated in the counseling for B.Sc., Agriculture and Horticulture Course. The affidavit of the petitioner indicate that she was informed about the ineligibility on 3/5
the date itself. The said action has not been challenged and writ petition has been filed only in the month of September for the first time. In the meanwhile, all the seats have been filled and classes have been commenced on 12.08.2024. In such view of the matter, this petition is liable to be dismissed on the ground of delay and laches.
8. Since all the seats have been filled, this Court is not in a position to pass any orders directing the respondent to allot seat at this stage. Accordingly, this writ petition is dismissed. 26.09.2024 RR 4/5
