ORDER
The petitioner has approached this Court that he sought for permission and police protection for conducting Adal Padal programme on 14.08.2025, in connection with the temple festival of "45th Year Utchava Thiruvizha" in "Arulmigu Sree Muthumariamman Thirukovil", situated at Sellur, Madurai and the same was rejected by the 2nd respondent by his proceedings dated 29.07.2025 that the police protection cannot be provided on 14.08.2025 on the eve of Independence Day. Challenging the same, the present writ petition has been filed.
2. The learned counsel appearing for the petitioner submits that they are conducting the temple festival from 13.08.2025 to 15.08.2025. Therefore, they need to conduct the Adal Padal programme on 14.08.2025. 2/5
3. The learned Additional Public Prosecutor submits that the entire police force would be deployed to various places on account of Independence Day Celebration. Therefore, it would be difficult for them to provide necessary police protection for Adal Padal Programme on 14.08.2025. Therefore, they have rejected the request of the petitioner. The learned Additional Public Prosecutor further submits that if the petitioner changes the date of programme, then, it is not difficult for them to provide police protection.
4. This Court considered the rival submissions made.
5. Even according to the petitioner, they are conducting the temple festival from 13.08.2025 to 15.08.2025. Therefore, the petitioner can submit a fresh representation to the respondent Police by changing the date as 13.08.2025 for conducting the Adal Padal Programme. On filing such representation, the respondent shall grant necessary permission with usual conditions. The petitioner shall pay a sum of Rs.25,000/- to the Local Village Pancahayat for the purpose of desilting a water body in the village 3/5
and also pay a sum of Rs.10,000/- (Rupees Ten Thousand only) to the Tamil Nadu Police Benevolent Fund for Police protection. There shall be no order as to costs.
