Challenging the impugned 'C' List of Junior Assistants/Typists fit for promotion as Assistants for the panel year 2025 - 2026, issued by the fifth respondent, the present writ petition has been filed by the petitioners. 2/6

2.Heard the learned counsel for the parties. By consent of both parties, the Writ Petition is taken up for final disposal at the admission stage itself.

3. The learned counsel for the petitioners would submit that the petitioners are presently working as Junior Assistant in the respondent/Police Department. It is submitted that, under the earlier procedure, promotions were to be granted based on the date of joining in the particular post and seniority of the candidates. Initially, the selection process followed a 1:1 ratio, which was subsequently cancelled by the Government vide G.O.Ms.No.74, Human Resources Management (B) Department, dated 16.08.2023. The said cancellation was challenged by the aggrieved person before this Court. Pursuant to the same, this Court, by order dated 31.08.2023 granted an interim stay. However, in view of the said interim order, the respondents have drawn a 'C' panel based on the 1:1 ratio, which, according to the learned counsel for the petitioners is impermissible and contrary to the prevailing rules. Accordingly, he prays before this Court to allow the present writ petition.

Per contra, the learned Additional Government Pleader appearing on behalf of the respondents would submit that the drawal of 'C' List of Junior Assistants/Typists fit for promotion from the post of Junior Assistant to Assistant is subject to the outcome of the writ petition in W.P.No.25637 of 2023. He further submitted that the said 'C' List is valid only for a period of one year up to 23.07.2026. Therefore, if at all the petitioners are having any grievances, they have to raise all their contentions before this Court in pending W.P.No.25637 of 2023.

In view of the above submissions and considering the fact that the issue raised by the petitioners is already the subject matter of adjudication in W.P.No.25637 of 2023, this Court is not inclined to entertain the present writ petition. Accordingly, the writ petition stands dismissed. No costs. Consequently, the connected miscellaneous petitions are closed. 13.08.2025 NCC : Yes / No Index : Yes / No Internet : Yes PKN 4/6
