ORDER

The petitioner, claiming to be the Deputy Secretary of the Organisation, made a request seeking permission to conduct an event in a marriage hall on 24.08.2025 in commemoration of the birth anniversaries of late Chief Minister Kamarajar and M.P. Sivagnanam. The said request, dated 27.06.2025, was rejected by the second respondent on 09.07.2025. The petitioner has now challenged the rejection order dated 09.07.2025 before this Court.

The learned counsel appearing for the petitioner submits that the event has been organized solely for the purpose of providing certain welfare measures to disabled persons and various other individuals. However, by referring to certain criminal cases pending against the petitioner, the respondent police have erroneously rejected the request. The learned counsel has further highlighted the various welfare measures proposed to be implemented on 24.08.2025. 2/6

3. The learned Additional Public Prosecutor submits that the petitioner is a history-sheeter and a rowdy element, having several enemies. The police have apprehensions regarding the petitioner's safety and have received inputs indicating that there is a life threat to him. It is contended that, in such circumstances, it would not be safe for the petitioner to conduct the proposed event, and it would be difficult for the respondent police to provide adequate protection. Therefore, the petitioner's request was rejected.

4. The learned counsel for the petitioner submits that the petitioner seeks only permission to conduct the event and undertakes to take responsibility for his own safety. He further submits that the petitioner will engage his own bouncers to ensure his safety, and that police protection is sought only for the smooth conduct of the event.

5. This court considered the rival submissions of both sides.

6. The petitioner, seeking permission to conduct an event in a marriage hall on 24.08.2025, made a request on 27.06.2025, which was rejected on 09.07.2025. According to the petitioner, the event has been 3/6

organized solely to provide certain welfare measures to needy persons in commemoration of the 125th birth anniversary of late Chief Minister Mr. Kamarajar. When the petitioner asserts that he has no security threat and, even if there is any such threat, he is willing to take care of the same by engaging his own security personnel, the respondent police cannot reject his request solely on the ground of apprehended threat to his life. Hence, the respondent police is directed to permit the petitioner to conduct this event. The petitioner is a history-sheeter and a rowdy element, and undertaking welfare measures or providing certain facilities to the needy will not absolve or erase the criminal record against him. The petitioner must change his attitude, refrain from involving himself in any criminal activities, and discourage criminal tendencies. The petitioner shall not cause any disturbance in the name of caste and shall refrain from making any statements that may disrupt communal harmony or create discord between two communities.

7. This writ petition is disposed of accordingly. Consequently, connected miscellaneous petition is closed.
