ORDER
The petitioner has filed this writ petition for a Mandamus, directing the respondents to give adequate police protection and to provide permission during the "Kabadi Tournament" on 09.08.2025 and 10.08.2025 at morning 6.00 a.m. to 6.00 p.m. at Meithalaivanpatti village, Kovilpatti Taluk, by his representation dated 05.08.2025.

The learned counsel appearing for the petitioner submits that the petitioner is the member of festival committee of Arulmighu sri Karuppasamy Temple at Meythalaivanpatti Village, Kovilpatti Taluk and during the temple festival, the villagers have decided to conduct "Kabadi Tournament" from 09.08.2025 at 6.00 a.m., to 10.08.2025 at 6.00 p.m. In this regard, the petitioner has made a representation, dated 05.08.2025 to the third respondent and the same was rejected by the third respondent by his proceedings dated 06.08.2025 on the ground of law and order problem. Therefore, the petitioner has filed this writ petition. 2/5
3. The proceedings of the third respondent, dated 06.08.2025, disclosed that there is already communal tension between two communities, and police officials are on patrol duty. Therefore, there is a possibility of a law and order problem. It is further stated that Crime No.6 of 2025 has already been registered in connection with the dispute between the said communities. The petitioner has sought permission to conduct a "Kabaddi Tournament" during the day and night, from 6.00 a.m. on 09.08.2025 to 6.00 p.m. on 10.08.2025.
4. The learned Additional Public Prosecutor would submit that permission to conduct the Kabaddi Tournament would be granted only for the daytime.
5. The Police is expected to maintain law and order, not by rejecting such request.
6. Accordingly, this writ petition is disposed of with a direction to the respondents Police to grant permission and provide police protection by following the circular issued by the Director General of Police, Tamil 3/5
Nadu/Head of State Police Force, Chennai-4, in Rc.No.007301/General I(I)/2019, dated 09.04.2019 and by imposing certain conditions. The respondents Police shall ensure that law and order is maintained during the Kabadi Tournament. No costs.
