Heard the learned counsel on either side.

2. The petitioners herein, even before presenting any document for registration, have chosen to move this Court for relief. If the writ petitioners had presented the document and the registering authority had declined to entertain the same, then the petitioners will have justification to file a writ petition and not otherwise.

3. It is needless to mention that if any document presented by the writ petitioners is not accepted by the registering authority, he has to issue refusal check slip. He cannot orally deal with the matter. If the registering authority declines to issue refusal check slip and is also not entertaining the registration, it is always open to the petitioner to move this Court again for appropriate relief. With the aforesaid liberty, this writ petition stands disposed of. No costs.
