The case of the petitioner is that he is having agricultural property in S.No.42/12A in Raghunathapuram Village and he has applied for agricultural electricity service connection in the year 1990 and the respondent Board is also intended to provide service connection to the petitioner. However, the petitioner has not submitted his readiness within the stipulated time of 90 days. Therefore, the service connection could not be effected. According to the petitioner, this communication has not been sent to the petitioner. The petitioner has requested to consider his application on the seniority as that of the year 1990. However, the same has been rejected by the respondent Board. Therefore, the petitioner has approached this Court in the year 2018.

2.The learned Standing Counsel appearing for the respondent Board submits that this petitioner has failed to avail the opportunity when he was issued with the notice in the year 2003. Therefore, as per the Board guidelines, his application cannot be considered after a period of five years.
3.This court considered the rival submissions made and also perused the materials placed on record.
4.Admittedly, the petitioner has submitted an application for agricultural electricity service connection in the year 1990. However, he has not submitted his readiness and on that ground the service connection has been denied to this petitioner. The respondent has taken a stand that the petitioner was issued with a notice in the year 2003, however, he failed to utilise that opportunity. The petitioner claims that no such communication has been received by the petitioner. The respondent has not produced the said communication or any acknowledgment before this court. The 3/5
petitioner has sought for electricity service connection for agricultural purpose.
5.In view of the above, this writ petition is disposed of with a direction to the respondents to consider the case of the petitioner on the seniority as that of the year 1990 and the petitioner is directed to submit his readiness immediately. The respondent shall effect the agricultural electricity service connection to the petitioner as expeditiously as possible. No costs.
