Deputy Registrar of Cooperative Societies in the booklet from page Nos.41 to 54 and serial numbers 24 to 40 alone and quash the same as illegal and devoid of merits and further direct the respondents 1 to 3 to prepare seniority list for the post of Deputy Registrar Cooperative Societies based on merits as per the dictum laid down by the Honble Supreme Court of India in Bimlesh Tanwar Vs. Haryana and Others reported in 2 (2003) 5 SCC 604 and in Civil Appeal No.4954 of 2016 in S.L.P (C) No.2890-2894 of 2016, dated 21.01.2016 and consequently direct the respondents to include the petitioner's name in Joint Registrar of Co-operative Societies panel for the year 2021-2022 as per the rules in force.

ORDER

The learned Counsel for the petitioner has circulated a letter, dated 20.09.2023 to the Registry, seeking permission of this Court to withdraw this writ petition and he has also made an endorsement to that effect.
