Heard the learned counsel on either side.
2.The petitioner has filed the petition mentioned appeal before the first respondent. The first respondent is directed to dispose of the said appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is open the first respondent to pass order one way or the other.
