ORDER
The Writ Petition is directed against the order dated 09.09.2024 passed by the first respondent and for direction to the respondents to grant permission and adequate police protection for the kabaadi Tournament to be held on 21.09.2024 and 22.09.2024 at Thatchakudi Village, Sivakasi Taluk, Virudhunagar.
2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself.
3. The learned counsel appearing for the writ petitioner would submit that the writ petitioner has sent a representation dated 09.09.2024 to the second respondent seeking permission and police protection to 2/6
conduct kabadi tournament on 21.09.2024 and 22.09.2024, that the first respondent has passed the impugned order dated 09.09.2024 rejecting the writ petitioner's requisition and that therefore, the writ petitioner was constrained to file the present petition.
4. When the matter is taken up for hearing today, the learned Additional Public Prosecutor appearing for the respondents would submit that they may be permitted to conduct the kabadi tournament during day time.
5. At this juncture, the learned counsel appearing for the writ petitioner would submit that they are ready to conduct the tournament during day time.
6. I have considered the submission of the learned counsel appearing for the writ petitioner and the learned Additional Public Prosecutor appearing for the respondents.
7. It is brought to the notice of this Court that the Director General 3/6
of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc.007301/Genl.I (1)/2019 dated 09.04.2019 along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the writ petitioner is directed to file afresh representation incorporating the timings of the Kabadi tournament before the second respondent and on such representation, the second respondent is directed to consider the same positively and pass orders by imposing necessary conditions on or before 20.09.2024 based on the above said circular.
8. With the above directions, this Writ Petition stands disposed of. No costs.
