Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents to pay the pending amount of Rs.23,01,000/- (Twenty Three Lakh One Thousand Only) along with interest of 18% per annum for delayed payment, calculated from the date of invoice to the petitioner's work by considering the petitioner's representation dated 18.01.2024, 01.02.2025 and 27.06.2025 within a time frame fixed by this Court.

ORDER

The petitioner seeks a direction to the respondents to pay the pending amount of Rs.23,01,000/- (Rupees Twenty-Three Lakh One Thousand Only) along with interest at 18% per annum for the delayed payment, calculated from the date of invoice, by considering the petitioner's representations dated 18.01.2024, 01.02.2025, and 27.06.2025.

2. Mr.R.Gandhi Raj, learned Special Government Pleader, takes notice for respondents 1 to 3. Mr.K.Balsubramani, learned Standing Counsel, takes notice for the fourth respondent. 2/6

3. This writ petition is disposed of at the admission stage, after hearing the learned counsel for the petitioner, the learned Special Government Pleader for respondents 1 to 3, and the learned Standing Counsel for the fourth respondent.

4. It is the specific case of the petitioner that the petitioner is the proprietor of "Chandirodayam Traders," which has been in operation for more than 16 years. The fourth respondent, with the permission of the third respondent, issued a tender notification for the supply of QR codes for public and private assets. The petitioner participated in the said tender and emerged as the highest bidder. Pursuant to the work order, the petitioner completed the work and supplied the QR codes. The work was completed in August 2023; however, the fourth respondent failed to take steps to settle the invoice raised. Consequently, the petitioner made representations seeking payment of the outstanding amount of Rs.23,01,000/- on 18.01.2024, 01.02.2025, and 27.06.2025. As the same were not considered, the petitioner approached this Court by way of the present writ petition.

5. The learned Standing Counsel appearing for the fourth respondent submits that the petitioner's representations will be considered in accordance with law.

Accordingly, there shall be a direction to the respondents to consider the petitioner's representations dated 18.01.2024, 01.02.2025, and 27.06.2025, and to pass final orders on their own merits, after affording an opportunity of hearing to the petitioner. The said exercise shall be completed within a period of six weeks from the date of receipt of a copy of this order.

7. This writ petition is disposed of accordingly.
