The petitioner is figuring as an accused. It is stated that the petitioner was juvenile when the occurrence took place. The proceedings are pending before the Juvenile Justice Board, Madurai for more than 2 1⁄2 years. It is stated that three out of 21 accused are juveniles and all of them are facing proceedings in J.C.No.2 of 2019. The Juvenile Justice Board, Madurai is directed to conclude the proceedings on merits and in accordance with law within a period of one month from the date of receipt of a copy of this order.
