Heard the learned counsel appearing for the petitioner and the learned Additional Public Prosecutor appearing for the respondents. 2.The petitioner approached the third respondent for conducting the petition mentioned event. The said request was denied by the third respondent. Questioning the same, this writ petition came to be filed.

W.P.(MD)No.22090 of 2021 3.I have no difficulty in setting aside the impugned order passed by the third respondent because he has no power or authority to pass the impugned order. It is the first respondent who has the power to grant permission for the petition mentioned event. Therefore, the impugned order is set aside. However, the petitioner cannot be granted permission to conduct the event involving cattle. This is because no such event was organized in the previous years. Thereupon, the petitioner's counsel stated that the petitioner may be permitted to conduct an event for granting welfare and financial assistance to the needy alone. Since the petitioner has given up his prayer regarding Vadamaadu Manju Virattu, there can be no objection for holding such function that is meant for the welfare of the people. The first respondent is directed to give permission to the petitioner to do so.
4.This writ petition is allowed.
