(Order of the Court was made by S.M.SUBRAMANIAM, J.) The relief sought for in the writ petition is to direct the second respondent not to grant prior approval before construction and no objection certificate to the fifth respondent.

If it is needless to state that the approval is to be granted in accordance with law and in compliance of the rules and regulations, however, the petitioner cannot seek a relief not to grant prior approval which is not entertainable and therefore, the writ petition is premature and stands dismissed.
