ORDER

Heard Mr.K.Dinesh, learned counsel appearing for the petitioner and Mr.P.Paulpandi, learned counsel appearing for the respondents.

This writ petition has been filed to quash the impugned order No.T/C. 300/Pre.CPS/TPJ I Entry dated 25.07.2025 passed by the first respondent and consequently, direct the respondents to return the petitioner's EMD deposit amount of Rs.11,15,556/- for the cancelled Tender No.TPJ/PRKG/25/7 for the lot No.PARKING-TPJ-TPJ-MX-94-25-1 held on 28.01.2025 along with interest at the rate of 12% per annum.

3. A perusal of the impugned order itself shows that it is a non-speaking order, which does not contain any details. Hence, it is set aside and the matter is remitted back to the first respondent for fresh consideration and to pass a speaking order on merits and in accordance with law, after affording opportunity of hearing to the petitioner as well as other interested party, if any.
