Heard the learned counsel on either side.

2. By the impugned memorandum dated 29.08.2022, the petitioner has been called upon to offer his explanation within 15 days. This memorandum by itself does not infringe the writ petitioner's rights. All his contentions are left open. Since the time limit set out in the impugned memorandum has already expired, the petitioner is given two more weeks from today (17.10.2022) to offer his explanation. If any final order adverse to the writ petitioner is passed, it always open to the writ petitioner to move this Court for appropriate relief. All the rights and remedies of the petitioner are left open. 2/4

3. This writ petition is disposed of. Consequently, connected miscellaneous petition is closed. No costs.
