ORDER

The petitioner has filed this writ petition, in the capacity as Secretary of a Labour Association, for a mandamus to issue identity cards and certificate to the petitioner and their members to do street vending business, viz., selling of fruits, vegetables, etc., in and around the surrounding of Sivagangai Government Hopital in Vaniyangudi Panchayat.

2.As per the Tamil Nadu Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme and Rules, 2015, a Committee 2/4

has to be constituted, vending and non-vending zones have to be identified. The Committee has to identify the street vendors and issue necessary identity cards to them.

3.Therefore, this writ petition stands disposed of with a direction to the first respondent / District Collector to constitute the Committee, as required under the Act, within a period of four weeks from the date of receipt of a copy of this order, if not constituted already. The petitioner / their members shall approach the Committee / District Collector, Sivagangai, by way of a representation, individually, for issuance of identity cards. On receipt of the same, the Committee shall consider their case as to whether they are coming under the eligibility criteria as per the Act and proceed accordingly, within a period of twelve weeks therefrom. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
