The petitioner has assailed a communication dated 20.05.2016 by which the petitioner was informed that his licence cannot be renewed until he pays the sum of Rs.18,45,000/-.

2. On instructions, learned counsel for the petitioner submits that the petitioner's licence was renewed after institution of the writ petition. However, he submits that the petitioner is also entitled to a concessional rate in respect of postal services availed of by the petitioner. To that extent, he submits that the representation of the petitioner dated 01.04.2016 may be directed to be considered.

3. Learned Standing Counsel for the respondents submits that the petitioner had not paid the sum of Rs.18,45,000/-.

4. Since the petitioner's licence was renewed after the institution of the writ petition, the petitioner's grievance has been substantially redressed. By the representation dated 01.04.2016, the petitioner had also requested that his request for concessional postal charges be considered. Without expressing any opinion on the merits on the said request, W.P.(MD)No.12642 of 2016 is disposed of directing the respondents to examine and dispose of the said request on merits. No order as to costs. Consequently, connected W.M.P. (MD)Nos.9558 and 9559 of 2016 are closed.
