Heard Mr.Niranjan S. Kumar, learned counsel for the petitioner, Mr.R.Suresh Kumar, learned Additional Government Pleader for the 1st respondent, Mr.G.Mohankumar, learned counsel for the respondents 2 & 3 and Mr.T.Balaji, learned counsel for the 4th respondent.

2. This Writ Petition has been filed challenging the order passed by the first respondent dated 13.10.2016 and to consequently direct the first respondent to take appropriate action as against the fourth respondent.

3. The learned counsel for the respondents would submit that the entire period of contract was over as early as in the year 2017. 2/5

4. A further reading of the impugned order reveals that the petitioner had claimed cancellation of the contract awarded to the fourth respondent and sought to blacklist them. However, the contract period has long since expired, and this Court cannot issue directions to blacklist a particular contractor. It is for the employer engaging such contractors to take appropriate action to blacklist the contractor concerned for any violations. Moreover, the official respondents do not allege that there was any infraction of the tender awarded to the fourth respondent.

5. In such view of the matter, I do not find any merits in the Writ Petition. Accordingly, the Writ Petition stands dismissed. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
