This Writ Petition is filed seeking for a direction to the respondents Police to grant permission to conduct Adal Padal Programme on 15.09.2023 from 07.00 p.m to 10.00 p.m in Arulmigu Manjalneeradum Sri Manjaputhu Kallammankovil Thiruvila situated at Udappurani, Kalayarkovil, Sivagangai District, by setting aside the rejection order passed by the second respondent on 24.08.2023.

It is submitted by the learned counsel appearing for the petitioner that about 200 families in the village have decided to conduct a festival in the said Temple and during the course of festival, they have decided to conduct Adal Padal Programme on 15.09.2023. Therefore, the petitioner has sent a representation on 22.08.2023. However, the second respondent Police have rejected the same without any valid reason and thereby, he sought for suitable directions.

The learned Government Advocate (criminal side) appearing for the respondents Police submits that there are three groups in the village belonging to the same community and in case if permission is given to one group, law and order problem would arise in the village and thereby, the permission was rejected.
4. Considering the submissions made by both sides, this Writ Petition is disposed of directing the petitioner to file a fresh application before the respondents Police along with the other groups and if such application is filed before the respondents Police, the respondents Police are directed to consider the same and grant permission in case if conducive situation is prevailing in the village. There shall be no order as to costs. Connected miscellaneous petition is closed. 08.09.2023 NCC :
