This petition has been filed by one K.Balakrishnan to be impleaded as the fifth respondent in this Writ Petition. In the affidavit in support, it is stated that the Writ Petitioner is endeavouring to encroach upon the Government land and that the said land is used by the members of the public, including the petitioner.
