Prayer: Writ Petition - filed under Article 226 of Constitution of India, to issue a writ of Mandamus, to direct the third respondent to promote the petitioner for the post of III Grade librarian in Tirunelveli District with effect from the year 2005 and consequently to pay salary as per the salary proportionate as III Grade Librarian from the year 2005 to till date within the time stipulated by this Court.
