of Palayamkottai Taluk, Tirunelveli District and also to permit the petitioner to participate in the tender issued by first respondent dated 13.08.2025 for the work stated above.

ORDER
This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the second respondent to issue a Spot Inspection Certificate to the petitioner.
2. The petitioner intends to participate in the e-tender floated by the first respondent for the Rehabilitation of Tharuvai Regulator and outlet at the confluence point of the Pachaiyar River cum Flood Carrier Canal in Tharuvai Village, Palayamkottai Taluk, Tirunelveli District.
3. It is submitted that the last date for submission of the bid is 28.08.2025, and that unless the Spot Inspection Certificate is issued by the second respondent, the petitioner will be unable to participate in the tender process.
4. It is further submitted that the petitioner had made an application as early as 14.08.2025, but no response has been received from the second respondent till date.
5. The learned Special Government Pleader, appearing for respondents submits that if the petitioner is present at the site on 20.08.2025 by 12:00 noon, the Spot Inspection Certificate will be issued to him, in terms of the order passed by this Court dated 10.06.2025 in W.P.(MD)Nos.15667 and 15668 of 2025 [A.Pandian v. The Secretary, Public Works Department and others].
6. Recording the aforesaid submission, this Writ Petition stands disposed of, with a direction to the second respondent to issue the Spot Inspection Certificate to the petitioner, subject to the petitioner being present at the site on 20.08.2025 by 12:00 noon. No costs.
