ORDER : The Court made the following order :- The petitioner, who apprehends arrest at the hands of the respondent Police, for the offence punishable under Sections 120(b), 417, 420, 466, 468, 471, 166-A and 34 IPC in Crime No.23 of 2021, on the file of the respondent Police, seeks anticipatory bail.
2. The case of the prosecution is that the petitioner along with other co-accused, while working as Registrar, registered the unapproved plots continuously and the same were illegally registered without perusing the documents and without following the Rules and provisions of the Registration Act and thereby, committed the offence.
3. The learned Government Advocate (Crl. Side) submits that this is the second anticipatory bail petition moved by the petitioner. The earlier anticipatory bail petition moved by the petitioner was dismissed by this Court vide order dated 01.10.2021 in Crl.O.P.(MD)No.12609 of 2021.

4. Now, the present petition has been moved by the petitioner based on change of circumstances as according to the learned counsel for the petitioner, after dismissal of the earlier petition, the District Registrar, Thoothukudi District conducted an enquiry based on a complaint given by the defacto complainant and passed orders. This, in the opinion of this Court cannot be taken as change in the circumstances so as to entertain the present petition.
