PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, to call for the records relating to the impugned order dated 16.08.2025 in C.No.45/TVM-CO/2025 by the third respondent and quash the same as illegal and consequently direct the respondents to grant permission to conduct and provide adequate 1/5
police protection for Bullock Cart Race/Rekla Race, which is scheduled to be held on 23.08.2025, as a part of Sri Chellaiah Amman Temple festival in Thevaram, Uthamapalayam Taluk, Theni District, by considering the petitioner's representation, dated 20.08.2025.

Challenging the order passed by the Inspector of Police, Thevaram Police Station, Theni District/the third respondent, rejecting the request of this petitioner to conduct Rekla Race, as a part of Sri Chellaiah Amman Temple festival in Thevaram, Uthamapalayam Taluk, Theni District, the petitioner has approached this Court.
2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor, who takes notice for the respondents submits that the petitioner has sought permission and police protection for conducting Rekla Race, within the jurisdiction of Thevaram Police Station in Thevaram to Bodi Road, which is a public and narrow 2/5
road. Moreover, the petitioner has not obtained any No objection Certificate from Animal Welfare Board, National Highways Authorities, Revenue and Health Department. Considering the same, the petitioner's request has been rejected by the third respondent, vide his proceedings in C.No.45/TVM-CO/2025, dated 16.08.2025.
3. Recording the submission made by the learned Additional Public Prosecutor that Rekla Race cannot be permitted in a public road, this writ petition is closed. In the event, if this petitioner is having a separate place other than the public road for conducting Rekla Race, the respondent police shall grant permission by following the procedure in vogue. No costs. Consequently, connected Miscellaneous Petition is closed.
