O R D E R

[Order of the Court was made by S.M.SUBRAMANIAM, J.] The writ on hand has been instituted seeking a direction to the respondents to notify Madurai as a Centre for the All India Bar Examinations, by considering the petitioner's representation dated 24.07.2025.

2. Issuance of notification of Centre to conduct the All India Bar Examinations is the prerogative of the Bar Council of India, under the provisions of the Act. Mere representation in this regard would do no service to the cause of justice. The litigant will be back again by filing another writ petition, if any order has been passed. This is exactly is the reason why the constitutional Courts have time and again reiterated that mere direction to consider and dispose of the representation need not be issued and not desirable. The Courts are expected to decide the issues on merits at all circumstances. Only in exceptional circumstances, where there is a statutory

liability, the Courts may direct the authorities concerned to dispose of the representations.

3. In the present case, the petitioner has not established any right and in the absence of establishing any such right, writ petition per se is not maintainable. Issuance of notification of Centre to conduct the All India Bar Examinations is to be decided administratively by the Bar Council of India and that being the position, the relief as such sought for in the present petition cannot be granted.
