*********** In the captioned main Writ Petition Mr.T.Lenin Kumar, learned Counsel on record for lone writ petitioner and Mr.M.Lingadurai, learned Special Government Pleader who accepts notice on behalf of all three respondents are before me in this web hearing on a video conferencing platform ie., virtual Court.
2.The main writ petition has been filed with a prayer to Mandamus the respondents to permit the petitioner to conduct one day refresher course for heavy vehicle drivers and issue certificates to them in petitioner's driving school.
3.Notwithstanding very many averments and several grounds raised in the writ affidavit, learned Counsel for writ petitioner submitted on instructions that he abridges the prayer and restricts it to a Mandamus qua disposal of writ petitioner's representation dated 26.11.2021 which has been made to the first respondent. 4.Learned State Counsel submits that this issue came up for consideration before another Hon'ble Single Judge vide W.P.[MD] No.23106 of 2017 and the same came to be disposed of in and by an order dated 07.09.2018 inter alia remanding the matter to the respondents but it may not be necessary to go into these aspects of the matter as learned Counsel for writ petitioner has restricted his prayer and abridged the same to a simple Mandamus qua disposal of his representation dated 26.11.2021 which reads as follows: 2/7

5.In the light of the narrative thus far, captioned main writ petition is disposed of with a simple directive to the second respondent [Commissioner of Road Transport, Ezhilagam, Cheppak, Chennai - 600 005] to consider writ petitioner's aforementioned representation dated 26.11.2021 ie., consider the same on its own merits, in accordance with law and dispose of the same as expeditiously as his business would permit and in any event on or before 01.03.2022. The proceedings of the second respondent / orders of second respondent disposing of writ petitioner's aforementioned representation shall be communicated to the writ petitioner under 6/7
due acknowledgment within five working days from the date of disposal. There shall be no order as to costs.
