Respondents PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of Certiorarified Mandamus, to call for the records pertaining to the impugned Closure Report dated 03.12.2015, filed by the second respondent in Ref No.G4/04/015/3208/15 in Crl.O.P.(MD)No.18443 of 2015 before this Court and quash the same as it is illegal and arbitrary and without any legal basis and consequently, directing the respondents to register a criminal case on the file of the second respondent on the basis of the complaint of the petitioner dated 28.08.2015 and complete the investigation within the time frame as fixed by this Court. ORDER

The petitioner had given a complaint on 22.07.2015. The second respondent had conducted a preliminary enquiry and did not find any substance to initiate further action.The petitioner is aggrieved by the said closure report.
