Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus, to call for the records on the file of the second respondent in connection with the compassionate appointment order issued in his proceedings in Na.Ka.No.A4/20909/2009 dated 14.09.2012 impugned insofar as the unlawful condition obtained from the petitioner as well as the consequential rejection order passed by him in his proceedings in O.Mu.A4/20420/2015 (A-4) dated 15.12.2015 and quash the both as ultravires ad unconstitutional as the same is violative of the Govt.Order issued in G.O.Ms.No.1499, Labour and Employment (Q1) Department dated 03.08.1989 issued by the first respondent and thereby direct the respondent to place the petitioner in a higher post in the light of the above Government Order with all service and monetary benefits within the time limit that may be stipulated by this Court.
