PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus directing the 4th respondent to conduct a fresh auction as per law for the period from 01.04.2016 to 31.03.2017 for issuing license to get a right to collect fee from the person to draw water from the well belongs to the respondent situated at New Bus Stand, Kayalpatinam, Tuticorin District by not renewing the license to the present license holder on receipt of 5% enhanced amount on the previous bid amount.
