Respondents COMMON PRAYER: Writ Petitions filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Certiorarified Mandamus calling for the records relating to the impugned e-tender notice issued by the second respondent in his proceedings Se.Ma.Tho.E.6031.Tender/2015, dated Nil published in Dinamani Newspaper on 23.12.2015 and quash the same as illegal and in violation of Provisions of Tamilnadu Transparancy in Tenders Act 2/5
1998 and Rules 2000 and consequently directing the second respondent to treat the condition to produce certificate of list of machineries to be certified by the Executive Engineer of the Rural Development Department in the District as per Clause 6 of the Information and Construction for Bidders under Two Cover System of the invitation for technical bid NABARD RIDF - XXI-2015-16 in respect of the Improvements and Construction of Bridge Works for the packages No.2,3 & 5 in Pudukottai District under NABARD RIDF - XXI-2015-16, as directory and not mandatory.
