ORDER

The petitioner / a police constable on a charge that he had physical relationship with a maid's daughter in the police quarters, has been imposed with punishment of dismissal from service in PR No.50/2003 on 07.04.2004. As against which the petitioner has preferred an appeal before the 3rd respondent and the appeal was rejected by order dated 20.07.2004. Challenging the same he has filed a review before the 2nd respondent, wherein the punishment was modified as three stages reduction in time scale of pay for three years by order dated 31.012.2004. Thereafter the petitioner after six years has filed a mercy petition before the first respondent in RC.No.031256/AP3/(1)/2010, and it was rejected by order dated 20.07.2010. Challenging the same, the petitioner has filed this writ petition after a period of 13 years on the ground that the victim has not deposed as against the petitioner during the domestic enquiry. 2/4

2.The petitioner has challenged the orders passed in the years 2004 and 2010, by way of this writ petition in the year 2023. The petitioner has not assigned any reason for such a huge delay in challenging the orders. Therefore, on the ground of laches, this court is not inclined to entertain this writ petition. Accordingly, this writ petition is dismissed. No costs.
