Heard both sides.

2. The petitioner challenges the impugned demand raised by the second respondent / Assistant Engineer (O&M) authority.

3. The petitioner can very well raise dispute before the Consumer Grievance Redressal Forum which is headed by the 2/4

If the petitioner files a petition or appeal before the first respondent within four weeks from today the same will be disposed of on merits and in accordance with law without reference to limitation. This benefit will not available to the petitioner if the petitioner fails to move the said forum within the time stipulated above.

4. Leaving open the petitioner's contentions, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
