PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents herein to issue equivalency certificate as to the M.Sc, Applied Chemistry Decree offered by Thiagarajar College of Engineering (Autonomous) is equivalent to M.Sc. Chemistry in light of the G.O.Ms.No. 164, P & AR (R) Department dated 21.08.2000 within a time frame stipulated by this Court. 1/5

The case of the petitioner is that he has completed B.Sc (Chemistry) at SVN College, Madurai and M.Sc (Applied Chemistry) at Thiyagarajar College of Engineering, Madurai. By referring the Government order in G.O.Ms.No.164 P& AR (R)Department, dated 21.08.2000, the petitioner claims that M.Sc, Applied Chemistry Decree offered by Thiagarajar College of Engineering (Autonomous) is equivalent to M.Sc. Chemistry in light of the G.O.Ms.No. 164, P & AR (R) Department dated 21.08.2000 and prays this Court to direct the respondents to issue an Equivalency Certificate to that effect.

2.In response to this writ petition, the learned Government Advocate appearing for the first respondent has 2/5

produced a recommendation of the Equivalency Committee approved by the Government in G.O(Ms.No.) 111 dated 17.04.2023 and submits that the Degree M.Sc Applied Chemistry offered by Thiyagarajar College of Engineering affiliated to Madurai Kamaraj University is not equivalent to M.Sc Chemistry for the purpose of employment in public services.
