PRAYER : Writ Petition is filed under Article 226 of the Constitution of India praying this Court to issue a WRIT OF CERTIORARIFIED MANDAMUS or any other appropriate writ calling for the records relating to the rejection order dated 17.09.2023 passed by the 3rd respondent and quash the same and consequently direct the 2nd respondent to grant permission and protection to perform cultural events i.e., Adalapdal program scheduled to be held on 27.09.2023 "Purattasi Festival" at Arulmigu Sri Mutharamman Temple at Semmarikulam Village, Tiruchendur Taluk, Thoothukudi District.

Selva Kumar For R1 to R3 : Mr.SS.Madhavan Government Advocate (Crl.side) O RDER This Writ Petition is filed under Article 226 of the Constitution of India seeking for a direction to the respondent police to grant the permission to conduct Aadal Paadal programme on 27.09.2023 in connection with the festival of Arulmigu Sri Mutharamman Temple at Semmarikulam Village, Tiruchendur Taluk, Thoothukudi District.

2.It is submitted by the learned counsel for the petitioner that the petitioner and other villagers have been conducting the festival every year including the Aadal Paadal programme, but the respondent police have declined to grant the permission as per proceedings dated 17.09.2023 and therefore, sought for suitable directions.

3.The learned Government Advocate (Crl.side) after taking instructions from the concerned police has reported that the respondent police have no objection to grant the permission to the petitioner for conducting the Aadal Paadal programme on 27.09.2023 in connection with the Thiruvizha of Arulmigu Sri 2/4

Mutharamman Temple at Semmarikulam Village, Tiruchendur Taluk, Thoothukudi District.

4.Accordingly, this Writ Petition is disposed of directing the petitioner to file fresh application, on which the respondent police are directed to consider the same and grant the permission for conducting the Aadal Paadal programme on 27.09.2023 from 07.00 pm to 10.00 pm alone.
