COMMON JUDGMENT [Common Judgment of the Court was delivered by DR.G.JAYACHANDRAN, J.] The appellant, who lost his writ petitions before the learned single Judge, is reported dead by the learned counsel.

2. The learned Special Government Pleader representing the State submits that the appellant has not completed 12th std., and sought for promotion as Librarian Grade-I, for which the minimum required educational qualification was pass in +2. Since there was a graduate candidate, who was qualified to be promoted as Librarian Grade-I, the said graduate was promoted. The learned single Judge on considering the said fact dismissed the Writ Petitions.

3. Also, taking note of the fact that the appellant is no more, these Writ Appeals stand dismissed, since it devoid of merits. However, there shall be no order as to costs.
