Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a writ of mandamus directing the respondents to prepare fresh voters list for Water Users Association in Kanyakumari District from the stage of preparation of land holders list in Form-V of the Tamil Nadu Farmers Management of Irrigation Systems Rules, 2002 rectifying the previous defects before conducting the next election under the Tamil Nadu Farmers Management of Irrigation Systems Act, 2000.

ORDER
Mrs.J.Padmavathi Devi, learned Special Government Pleader takes notice on behalf of the respondents. By consent, the writ petition is taken up for final disposal at the stage of admission itself.
2.The petitioner is a member of Kodayar Irrigation System Project Committee. According to him, the District Collector shall prepare the list of landholders on the basis of record of rights in Form - V and thereafter, prepare voter's list for Water Users Association. Earlier, the petitioner has approached this Court, where he was ensured of considering his grievance at the time of preparing fresh voter's list. Now the process of preparing fresh voter's list is undergoing.
3.The grievance of the petitioner is that voter's list shall be prepared as per the procedures specified in the Tamil Nadu Farmers Management of Irrigation Systems Rules, 2002. The said Rules prescribes preparation of landholders list in Form - V; calling for objections in Form - VI and any representation for inclusion or deletion from the voters list in Form - VII and VIII. Thereafter final notice will be published in Form - IX. The petitioner seeks that the above procedures to be followed strictly. 4.The learned Special Government Pleader appearing for the respondents would submit that process of preparing fresh voter's list is under way and the respondents will follow the procedures. 5.
In view of the above submissions, a direction is given to the respondents to prepare fresh voter's list for Water Users Association as per the procedures stated above, within a period of four weeks from the date of receipt of a copy of this order. 6.The writ petition is disposed of with the above direction. No costs. Consequently, WMP(MD)No.21297 of 2019 is closed.
