O R D E R

The writ petitioner filed this Petition for issuance of Writ of Mandamus, directing the respondents herein to grant permission and protection to conduct Kabadi Tournament from 07.10.2023 to 09.10.2023, based on the petitioner representation dated 15.09.2023.

2. Mr.R.M.Anbunithi, learned Additional Public Prosecutor takes notice for the respondents.

3.Heard both sides.

4. The representation was made by the petitioner on 15.09.2023 seeking permission and police protection to conduct the Kabadi Tournament from 07.10.2023 to 09.10.2023. The grievance of the petitioner is that in spite of expiry of reasonable time, the above said representation was not considered by the second respondent. 5.The learned Additional Public Prosecutor would submit that now the Deputy Superintendent of Police, Thiruvaiyaru, has written a letter stating that guidelines prescribed in the protocol was not properly 2/5

furnished. They have not furnished the details of arrangement of medical facilities, food and accommodation facilities for the participants, etc., He would further state that they have not obtained proper permission from the concerned Sports authority and relevant Departments. The petitioner has not produced any relevant documents to that effect. If the petitioner fulfills the above said requirements, they are ready to consider the representation made by them.

6.Let the above said letter/notice be served upon the petitioner, so that he can make proper arrangements and produce documents for the same. Let the petitioner fulfill all the requirements as stated by the Deputy Superintendent of Police, Thiruvaiyaru, and produce all the relevant documents by obtaining proper permission from the competent authority. On submissions of the required particulars, the respondents shall consider the representation made by the petitioner dated 15.09.2023, immediately, in the light of the circular of the Director General of Police, Tamil Nadu, Chennai in Rc.007301/Genl.I (1)/2019 dated 09.04.2019 3/5

7.With the above said directions, this writ petition stands disposed of.
