PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents herein to grant permission to the petitioner for conducting the Vadamadu Manjuvirattu event from 13.10.2023 to 15.10.2023 between 8.00 a.m. and 5.00 p.m. As part of the Kalaingar Centenary Celebrations to be held at Kamaraj Colony, Kottakudi Kovil Thidal, Sivagangai, Sivagangai District based on his representation dated 25.09.2023.

[Order of the Court was made by M.SUNDAR, J.] Captioned Writ Petition has been filed with a Mandamus prayer qua a 'representation dated 25.09.2023' (hereinafter 'said representation' for brevity). A scanned reproduction of the same is as follows:

2. Learned counsel for Writ Petitioner, who is before us submits that the event is scheduled to be held from 13.10.2023 to 15.10.2023.

3. Issue notice to respondents. Mr.P.Thilak Kumar, learned Government Pleader accepts notice for respondents 1 and 4 and Mr.S.Ravi, learned Additional Public Prosecutor accepts notice for respondents 2 and 3.

4. Learned Government Pleader, on instructions, submits that the application has to be decided by the first respondent and several guidelines have been issued by way of series of Government Orders.

5. We request the first respondent to consider the aforementioned representation on its own merits and in accordance with law [in accordance with law will necessarily mean in accordance with the Government Orders and Standard Operating Procedures that have been put in place by a series of executive fiat] by 11.10.2023.
