ORDER

Heard the learned counsel for the petitioners and the learned Additional Government Pleader for the respondents 1 to 3. Considering the nature of relief to be granted, issuance of notice to the fourth respondent is dispensed with.

2.The first respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. The first respondent will put the fourth respondent and other interested persons, if 2/4

any on notice before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other. All the contentions of the respective parties are left open.
