receipt of a copy of this order. The first respondent will put the private respondents and other interested persons, if any on notice before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other. All the contentions of the respective parties are left open. 3.This writ petition is disposed of accordingly.
