Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, to direct the respondents 1 to 3 to complete the pending enquiry procedures as per the proceedings of the 2nd respondent vide letter No.VIG/4-16/15/MA dated 06.05.2019, based on the complaint given to the 3rd respondent, dated 10.09.2018 within a stipulated time.

Mr.V.Kathirvelu, learned Assistant Solicitor General of India, assisted by Mr.K.Prabhu, learned Central Government Standing Counsel takes notice on behalf of the respondents.

2.This writ petition has been filed for issuance of a direction, directing the respondents 1 to 3 to complete the pending enquiry procedures as per the proceedings of the 2nd respondent vide letter No.VIG/4-16/15/MA dated 06.05.2019, based on the complaint given to the 3rd respondent, dated 10.09.2018 within a stipulated time.

3.According to the petitioner, she wanted to deposit some money with the Postal Department. However, it appears that some employee of the Postal Department had issued a forged deposit bond with the petitioner. proceedings of the 2 nd respondent vide letter No.VIG/4-16/15/MA dated that the Disk Agrotech Limited issued a bond for Rs.1,30,000/-. This according to the petitioner is a forged one and action should be taken against the delinquent officials.

4.It appears that the petitioner has also given a complaint on 24.12.2018 to the Vigilance and Anti-Corruption Department and accordingly, an enquiry was conducted and a proceeding was also initiated by the third respondent. The petitioner has also filed an application under the Right to Information Act, seeking the stage of the enquiry. It is revealed by the Public Information Officer on 09.04.2019 that an enquiry was conducted by the 3rd respondent, wherein, the said delinquent Official was also present and before the completion of enquiry, the petitioner has walked out. At this juncture, the petitioner is before this Court for completion of enquiry at an early date.

5.Considering the facts and circumstances of the case, a direction is given to the third respondent to complete the enquiry as expeditiously as possible and the petitioner is directed to cooperate with the enquiry proceedings. 6.Accordingly, this writ petition is disposed of.
