2.The writ petitioner has made serious allegation against the 12th respondent. According to him, the 12th respondent should not be issued with any disability identity card. He has given a representation in this regard.

3.The seventh respondent is directed to enquire in the writ petitioner's representation and pass a speaking order on merits and in accordance with law after putting the 12th respondent on notice within a period of twelve weeks from the date of receipt of a copy of this order. 4.This writ petition is disposed of accordingly.
