2. The first respondent is directed to conduct enquiry and pass final order on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. The first shall put 2/4

on notice to all the interested parties before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other.

3. This writ petition is disposed of accordingly. There shall be no order as to costs.
