J U D G M E N T

[Judgment of the Court was made by The Hon'ble CHIEF JUSTICE] We have heard Mr.J.Ravindiran, learned Additional Advocate General, assisted by Mr.S.R.A.Ramachandran, learned Additional Government Pleader, for the appellants and Mr.S.Visvalingam, learned counsel for the respondent.

2. Learned Additional Advocate General for the appellants fairly submits that this issue is now set to rest by the Division Bench of this Court and the special leave petition filed by the State is also dismissed.

3. The learned Single Judge has also relied upon the earlier order passed by the Division Bench in similar writ petition.
