[Order of the Court was made by T.S.SIVAGNANAM, J.] Heard Mr.J.Velmurugan, learned counsel appearing for the petitioner and Mr.A.K.Baskara Pandian, learned Special Government Pleader, who accepts notice on behalf of the respondents. By consent on either side, this writ petition is taken up for final disposal at the stage of admission itself.
2. The petitioner has filed this writ petition styled as Public Interest Litigation seeking for direction upon the respondent to reopen the online registration facility for regularization of unapproved layouts and plots by taking note of his representation dated 10.10.2019.

The learned Special Government Pleader appearing for the respondents submitted that application for regularization of unapproved plots was permissible, as per the Government Order, for a period of 18 months and beyond 13.11.2018 such application cannot be entertained. It is further submitted that in cases, where even one plot has been approved beyond 03.11.2018, the applicant is entitled to file an application for regularization.
4. In the light of the said submission, we cannot issue any direction to the respondents to reopen the online platform for regularization of unapproved plots and layouts beyond the cut of date. This decision has to be taken up by the respondent and we cannot issue any positive direction in this regard. Therefore, to that extent we grant liberty to the petitioner to file a fresh representation enclosing the copy of this order and if the same is done, the respondent shall taken note of the same, examine the feasibility and if it is feasible, the respondent shall reopen the online registration facility subject to conditions. The said exercise shall be done within a period of four weeks from the date on which, the fresh representation is submitted. No costs.
