The issue relates to inter se seniority between the directly recruited employees and promotees in the Revenue Department. The writ petition was filed by the directly recruited employees challenging the provision of Rule prescribing 5 years minimum service for the promotion to the next cadre. The order passed by the learned Single Judge in the writ petition has intricate effect on the career of promotees. Hence, the promotees have come before this Court to implead themselves and hear their case.

2. This Court find that it is necessary to hear all the parties concerned to decide the issue. Hence, this implead petition is allowed. Registry is directed to carry out necessary amendments in the cause title.

3. The learned Additional Government Pleader has not filed counter. He is permitted to file counter for the very same reason stated in the implead petition. He seeks two weeks time.
