ORDER
The Writ Petition has been filed seeking a Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned order passed by the 2nd respondent in C.No.40/E2-Ps/TRC/2024 dated 08.10.2024 and to quash the same and consequently directing the respondents to grant permission as well as necessary police protection for conducting kabadi Tournament which is scheduled to be held between 02.11.2024 and 03.11.2024 at Manthai A/m.Sengulathan Kuzhanthayee Amman Temple,Woraiyur, Tiruchirapalli District based on the petitioners representation dated 27.09.2024.
2.Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself. 3.When the matter is taken up for hearing, the learned Additional Public Prosecutor would submit that the petitioner's request was rejected 2/5
by the second respondent on the ground that they have selected the place for conducting Kabadi tournament just opposite to the CSI Hospital and they have sought for permission during night hours. 4.At this juncture, the learned counsel appearing for the petitioner would submit that the petitioner is ready to give alternative place and also conduct the tournament during day time.
5.I have considered the submission of the learned counsel appearing for the writ petitioner and the learned Additional Public Prosecutor appearing for the respondents.
6.It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc.007301/Genl.I (1)/2019 dated 09.04.2019 along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the writ petitioner is directed to file afresh representation incorporating the place, date and time of the Kabadi 3/5
tournament before the second respondent and on such representation, the second respondent is directed to consider the same and pass orders, on or before 30.10.2024.
7.With the above directions, this Writ Petition stands disposed of. No costs.
