Heard the learned counsel on either side.

2. The third respondent is directed to consider and pass final order on the petition mentioned representation on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The petitioner is directed to enclose a copy of the representation or a fresh representation along with this order to be addressed to the third respondent. The final order will be passed within a period of twelve weeks after such receipt. I make it clear that I have not gone into the merits of the matter. It is open to the third respondent to pass order one way or the other.
